Capital Improvement Plan (CIP)

On August 15, 2017, City Staff presented a draft of the five-year Capital Improvement Plan (CIP) for the City. A Capital Improvement Plan helps identify projects and plan the projects’ schedule through a determined period of time, as well as identify financial sources and budget allocation. 

To resourcefully and effectively maintain the streets and public right-of-way, the City put together a five-year plan to prioritizing ongoing City projects and allocated available funding sources. The plan proposes two (2) annual City projects: Annual Slurry Seal and Annual Citywide Street Rehabilitation Project. Identification of streets allocated in the different phases of the two annual projects will be based on the City’s Pavement Management Study being developed by AMS Consulting, location, and Pavement Condition Index (PCI).
 
This CIP identifies approximately $57 million in capital needs (56.1 million for streets, drainage and sewer, $900,000 for municipal buildings and parks). Funding for these projects is expected from a variety of sources including sales taxes, impact fees, special assessments (CFD), and grants.

The adoption of this five-year plan is the first step of the implementation of a more comprehensive capital improvement program. This plan should be expanded through a community involvement process that incorporates an ad-hoc committee. Since the CIP might have implications on Community Facility District (CFD) future facility assessments, the expanded CIP needs to be considered by the City Council in December 2017.
