Health Insurance

The City offers two carriers for medical insurance for employee's to choose from:

  • Cigna HMO
  • Kaiser Permanente HMO

The City offers two options for dental insurance for employee's to choose from:

  • Guardian Dental HMO
  • Guardian Dental PPO

The City offers Vision Service Plan (VSP) for vision insurance. 

The City pays up to the family level. If an employee chooses not to participate in the plans offered, they may elect to have the employee only rate premium placed into their Deferred Compensation account.

Basic Term Life Insurance 

The City provides all employees with a $50,000 basic group term life insurance policy. The cost per employee is $8.00 per month. Coverage is provided through Guardian.

Short Term Disability Insurance 
The City provides Short Term Disability (STD) insurance for employees. STD pays up to 60% of the employee's base salary, up to a maximum of $1,500 per week. The plan has a 29-day elimination period.  Coverage is provided through Guardian. The cost is based on the employee’s salary, not to exceed $58.50 per month. 

Workers Compensation Insurance

The City provides Workers Compensation Insurance for employees who are injured on the job while performing their duties.  Premiums are based on an employee’s job classification and salary. Rates range between 1% and 5% and are established by PASIS based on the City’s claim history.


The City contributes 1.45% of an employee’s salary to Medicare. Employees are required to contribute an additional 1.45%.


Public Employees Retirement System (PERS) 
The current retirement formulas are:

  • Sworn: 3% at 50.  (Employees are eligible to retire at age 50 and will earn 3% of their salary per year of service.) 
  • Non-Sworn: 3% at 60.  (Employees are eligible to retire at age 60 and will earn 3% of their salary per year of service.)

Employees hired after December 31, 2012 will be required to pay the entire employee portion of PERS contributions, along with a small portion of the employer contribution, beginning January 1, 2014. The current retirement formulas for these employee are:

  • Sworn: 2.7% at 57.  (Employees are eligible to retire at age 57 and will earn 2.7% of their salary per year of service.)
  • Non-Sworn: 2% at 62. (Employees are eligible to retire at age 62 and will earn 2% of their salary per year of service.)

Deferred Compensation 
The City offers a 457 plan that the employee may elect to contribute portions of their salary.

Negotiated Incentives

Employees accrue between ten days and twenty-five days of vacation per year, based on length of service with the City. Employees accrue fourteen days of holiday per year. Employees accrue 12 days of sick leave per year. 

Bi-lingual Incentive Pay

Employees who have been certified as being fluent in sign language or a secondary language receive additional compensation per hour premium pay, if the need for fluency is necessary in the current job.

Certificate Incentive Pay
Employees who obtain various certificates that are of a benefit to their position with the City, are eligible for incentive pay ranging between 2.5% and 5% of their salary. Eligibility is based upon both position and bargaining unit. This includes notary certificates, education certificates, Peace Officer Standards & Training (P.O.S.T.) certificates, and several other position related certificates.

Uniform Allowance

Depending on the MOU unit and position, employees are reimbursed up to $100 per month for maintenance of their uniforms.
