Building & Safety Department

A building permit will be required when a commercial or residential building proposes to remodel, enlarge, alter, or modify the interior or exterior of a structure. Building plans are required in detail to explain the proposed work. |

Yes. A permit is required if the gas line or electrical line is longer than six feet in length. Gas lines must be 12” deep and sleeved if it will be running under a slab. Electrical lines must be 18” deep if running under a slab. |

Yes, you do need a permit to replace your roof. The cost is based on the valuation on the project. Please note: you are only allowed to apply three layers of roofing material before a tear off is required. |

Before beginning work, contact the Planning Department for proper placement on the property 951.769.8518. We do not require a permit for a wood or wrought iron fence. However we do require permits for any block or retaining wall over three feet in height. |

Yes, a building permit issued by the Department of Building and Safety shall expire 180 days from the date of last inspection. After that time, the permit will become null and void. Renewals and extensions on permits may be granted, depending on the permit status and completed inspections. |

A maximum of three (3) signs are permitted; signs shall be limited to a maximum size of three (3) square feet; signs shall only be placed on private property, and not in the public right-of-way or on utility poles; and signs shall only be erected on the day of the event as permitted and shall be removed at sunset each day. |

Economic Development

A typical property tax bill in the City of Beaumont contains 1% general purpose tax based on the assessed value of the property;0.21864% debt service for various agencies(Beaumont-Cherry Valley Water District, Beaumont Unified School District, San Gorgonio Pass Hospital District, San Gorgonio Pass Water Agency); and parcel taxes(Flood Control District and Hospital District). If the home is located in the City of Beaumont Community Facilities District(CFD)93-1, then the property tax bill will also include the annual Beaumont CFD 93-1 facilities and services fee. |

The property tax stimulus program is a way to assist our residents with the payment of their property tax, which also allows for the quicker collection of property tax revenue to be used for facilities and services within the City. |

Property taxes pay for a variety of public facilities and services within the local community. Facilities and services most commonly paid for using property tax funding include streets and sidewalks, sewer lines, community parks, street lighting, and landscaping. |

Yes! The City of Beaumont's Economic Stimulus Plan allows homeowners who are not delinquent in their property taxes but who would like a savings mechanism (impound account) in place, the City will bill the homeowners estimated property tax over six annual sewer and trash billings and place payments into a seperate account for the benefit of the homeowner with Citibank. Property tax will then be paid on their December and April 10 due dates. |

Development Impact Mitigation fees pay for critical public improvements which include but are not limited to, constructing traffic signals, railroad crossings, fire stations, emergency preparedness funding, etc. Development fees also include construction of critical infrastructure facilities(i.e. Streets, curbs, gutters, sidewalks, etc.) Examples of these projects are the Oak Valley Parkway Street Improvement projects. Another component that is part of these Development fees is the preservation of natural plants and species as well as the protection of open space. |

Yes! The City of Beaumont approved a temporary reduction of Development Impact Mitigation fees in February 2009. These fees will scale back up to the full amount by July 1, 2012. Yes, Existing residential and commercial properties Citywide would be eligible to receive a fifty percent (50%) reduction in building permit, grading permit, plan check and inspection fees for on site improvements including remodeling, building code upgrades and accessory uses such as patio covers, pools and structural additions. |

Report costs are $0.25 cents per page for black & white and $0.45 per page for color. |

Respond to the Beaumont Police Department with the registered owner and a valid drivers license. There is a $75 fee for the release. |

Yes for residents or businesses in Beaumont. Tuesdays and Thursdays from 9-12. Beaumont Police charges $10, however additional fees may be required by the Department of Justice or FBI depending upon the level of service. |

Property Department
|

All property is released by appointment only. Call the Police Property Unit at (951) 769-8500 for release information and appointments. |

|
Found property is held for a period of 90 days. If the property is unable to be returned to the rightful owner, it may be offered back to the finder. The Police Property Unit will mail a letter to the finder. A response must be made within 15 days from the date on the letter in order for the finder to be able to claim the property. |

|
Property held for safekeeping will be held for a period of at least 60 days. If the owner of the items is known, a letter will be mailed to the owner requiring that the owner respond by telephone within 15 days to retrieve the items. If no response is received within 15 days, the items may be disposed of in the manner prescribed by law. Firearms held for safekeeping are an exception. |

Firearms held for safekeeping or evidence as a result of a family problem, a violent crime or potentially violent crime or mental health issue have special requirements for release. |

Yes. The owner must write a “letter of permission.” The letter should be dated and signed by the owner. It should give a specific person permission to retrieve the owner’s property. Example: Today’s Date Beaumont Police Property Unit, My name is John Smith. I am currently unable to retrieve my property under police report number P302001002 due to being hospitalized, incarcerated, etc. I give permission for my Mother, Jane Smith, to retrieve my property from the Beaumont Police Property Unit. Signature The person picking up the owner’s belongings should have the police report number, the original letter of permission and valid picture identification in the form of a California Driver’s License, a California Identification Card or a Passport. |
